Regulated Catalogue of Prohibited Import Products for Central Asian Countries

1. Kazakhstan

Products Explicitly Prohibited for Import

- Weapons and Explosives: All types of military and civilian firearms, ammunition, explosive devices and related

parts and components. Such products are absolutely prohibited from import. Special government permits are

required regardless of end use, and they cannot enter the market via ordinary trade channels.

- Narcotics and Psychotropic Substances: Covering narcotic drugs, psychoactive substances and their precursor

chemicals, as well as related utensils for ingestion and processing. This category is under highly sensitive regulation

in Kazakhstan, and any form of commercial circulation is strictly banned.

- Pornographic and Undesirable Cultural Products: Including printed publications, audio-visual materials with

adult content and certain adult products. Relevant goods will be directly intercepted by customs and are key targets

of cultural censorship.

- Cultural Relics and Historical Heritage: Works of art, antiques, archaeological relics and cultural heritage of

historical value. Import and export of such items are subject to approval by competent cultural authorities;

otherwise, they shall be deemed illegal cross-border circulation.

- Counterfeit, Shoddy and Infringing Goods: Counterfeit currency, forged credit cards, blank financial cards,

copycat branded goods and replica luxury products.

- Radioactive and Hazardous Chemicals: Corrosive chemicals, oxidants, toxic substances, radioactive materials, etc.

- Tobacco Products: E-cigarettes and related atomization products remain fully prohibited from import and sale

in 2026, with the country continuing to strengthen tobacco control policies.

Goods Permitted for Import with License

- Food and Agricultural Products: Fruits, vegetables, meat and processed food. A phytosanitary certificate,

certificate of origin and health permit are mandatory.

- Live Animals and Pet Products: Live pets such as cats and dogs and other animal products. A veterinary health

certificate, vaccination certificate and quarantine documents are required.

- Pharmaceuticals and Medical Devices: Medicines, medical supplies and relevant equipment must obtain

approval from local health regulatory authorities.

- Electronic and Telecommunication Equipment: Radio equipment, high-frequency communication devices and

certain industrial communication equipment can only enter the market after passing spectrum and technical

certification approval.

2. Uzbekistan

Products Explicitly Prohibited for Import

- Narcotics: All types of narcotic drugs, controlled psychotropic substances and their precursor chemicals, as well

as tools for consuming opium, cannabis and other drugs.

- Politically Sensitive and Obscene Materials: All publications and audio-video materials that may endanger

national security and social stability. In recent years, the scope of censorship in this field has been further expanded,

and cultural compliance review has become increasingly stringent.

- High-risk Technology and Security Equipment: Portable laser equipment and related products, including laser

pointers, star pointers, laser flashlights and high-power laser devices.

- Other Restricted Products: Explosives and detonation devices, unmanned aerial vehicles, ethanol, slot gambling

machines, used vehicles failing to meet Euro 3 emission standards, household electrical appliances with energy

efficiency grade G or F, and incandescent lamps with power exceeding 40 watts.

Goods Permitted for Import with License

- Ozone-depleting Substances and Environmental Protection Products: Refrigerants, industrial gases and related

chemical products. Import is subject to approval by national ecological and environmental authorities and

compliance with environmental emission standards.

- Cultural Heritage and Cultural Relics: Works of art, antiques and archaeological items require approval from

competent cultural authorities to prevent illegal circulation and loss of cultural heritage.

- Weapons and Dual-use Equipment: Weapons, ammunition and related equipment require special department

approval with rigorous licensing procedures, belonging to high-threshold import categories.

- UAVs and Intelligent Flight Equipment: Regulation has been significantly tightened in recent years. UAV products

must undergo security review and end-use filing, with certain models requiring separate licensing for market access.

3. Kyrgyzstan
